The Texas Access Project is a natural gas pipeline infrastructure proposal by Kinder Morgan Louisiana Pipeline LLC (KMLP), filed with FERC on March 6, 2026, under Docket No. CP26-136-000. The project would construct a 3.05-mile, 48-inch-diameter mainline extension in Jefferson County, Texas, and Cameron Parish, Louisiana, along with several shorter connector pipelines and aboveground facilities, enabling transport of up to 1,300,000 dekatherms per day from new Texas interconnections to points on the KMLP system. FERC intends to prepare an Environmental Assessment (EA), scheduled for issuance on September 18, 2026, with a 30-day public comment period. Scoping comments were received from Our Children's Trust, USEPA Region 6, and the Louisiana Department of Environmental Quality, covering air quality, climate change, water quality, biological resources, wetlands, hazardous materials, cultural resources, and tribal consultation.1
