The NRC issued a revised environmental assessment (EA) and Finding of No Significant Impact (FONSI) for an exemption request from Louisiana Energy Services, LLC (dba Urenco USA), published in the Federal Register on May 26, 2026. The exemption would allow UUSA to use 30B cylinders within certified DN30 transportation packages (CoC No. 9362) for domestic transport of uranium hexafluoride (UF6) enriched to greater than 5 but less than 10 weight percent U-235, which exceeds the current 5 wt. percent limit in CoC No. 9362, Revision No. 5. The exemption is limited to approximately 40 to 50 cylinders during 2026 to 2027 for shipment to a single customer, driven by the unavailability of the newly approved DN30-X package for HALEU quantities. The NRC concluded, after evaluating dose rate and criticality analyses, that environmental impacts would not exceed regulatory limits and would be bounded by the prior NUREG-0170 analysis.12
