The U.S. Nuclear Regulatory Commission issued an Environmental Assessment (EA) and Finding of No Significant Impact (FONSI) for a construction permit sought by Long Mott Energy, LLC for the Long Mott Generating Station in Seadrift, Calhoun County, Texas. The proposed facility would consist of four Xe-100 small modular, helium gas cooled, high-temperature reactors using solid tri-structural isotropic fuel. The stated need is to replace an aging natural-gas fired cogeneration plant that supplies steam and electricity to the adjacent Seadrift Operations chemical facility, and to demonstrate the Xe-100 reactor under the U.S. Department of Energy's Advanced Reactor Demonstration Program. The NRC assessed 16 environmental resource areas and determined impacts would be SMALL for each. Because no significant impacts were found, the NRC also granted exemptions from three regulations (10 CFR 51.20(b)(1), 51.25, and 51.75(a)) that would otherwise require preparation of a full Environmental Impact Statement.1
