This is a notice of availability and request for comments on the USDOT Federal Flood Risk Management Standard (FFRMS) Interim Guidelines, published December 17, 2024. The Office of the Secretary of Transportation issued these interim guidelines to implement Executive Orders 11988 and 13690 across all USDOT actions and programs, directing federally funded transportation projects to determine whether they fall within the FFRMS floodplain using one of three approaches: the Climate-informed Science Approach, the Freeboard Value Approach, or the 0.2-percent-annual-chance Flood Approach. The guidelines do not carry the force of law and will be superseded by a forthcoming USDOT floodplain management rulemaking expected in 2025. Public comments are due February 18, 2025.1
