The Federal Energy Regulatory Commission has issued a Notice of Intent to prepare an Environmental Assessment (EA) for the relicensing of the 1.656-megawatt Victory Mills Hydroelectric Project, owned by Consolidated Hydro New York, LLC, located on Fish Creek in Saratoga County, Village of Victory, New York (FERC No. 7153). Staff determined that licensing the project does not constitute a major federal action significantly affecting the human environment, so an EA rather than an EIS will be prepared. The EA is targeted for issuance September 24, 2025, with a 30-day public comment period to follow.123
