This is a 30-day extension of the public comment period for the EPA draft scope of the risk evaluation for vinyl chloride (CASRN 75-01-4) under the Toxic Substances Control Act. The original comment period was set to close March 3, 2025; EPA reopened it to April 2, 2025, to give stakeholders additional time to review materials and prepare comments. Substantive content is in the underlying notice published January 16, 2025, at 90 FR 4738, not in this procedural reopening notice.

This notice is not a NEPA document. EPA published a notice in the Federal Register on January 16, 2025 announcing the availability of and requesting public comment on the draft scope of a TSCA risk evaluation for vinyl chloride (CASRN 75-01-4), a known human carcinogen produced at 10 to 20 billion pounds annually and used primarily as a monomer in PVC production. The draft scope covers conditions of use, hazards, exposures, and potentially exposed subpopulations. EPA designated vinyl chloride a high-priority substance in December 2024, starting a 3 to 3.5 year statutory evaluation timeline. Comments are due March 3, 2025.
