The U.S. Fish and Wildlife Service has released a Draft Environmental Assessment evaluating a 20-year right-of-way permit requested by Kaktovik Iñupiat Corporation (KIC) under ANILCA Section 1110(b) to access its inholdings within Arctic National Wildlife Refuge, Alaska. The permit would authorize KIC to annually construct a 30-foot-wide winter snow trail across a 200-foot-wide ROW corridor totaling 2,355 acres along two primary routes: a 49.6-mile overland route and a 42.9-mile shore fast sea ice route, plus three connecting routes. The public comment period runs through February 9, 2026, reduced from 45 to 15 days under updated Department of the Interior NEPA procedures.12
