The U.S. Fish and Wildlife Service has received an application from Columnar Partnership Holding I, LLC (Withers Elementary School) for a 5-year incidental take permit (ITP) under the Endangered Species Act to authorize take of the federally threatened sand skink incidental to construction of an elementary school on 15 acres in Orange County, Florida. Approximately 0.7 acres of occupied skink habitat would be converted. The Service preliminarily determined the action qualifies as low-effect and may be eligible for a categorical exclusion under NEPA. Mitigation requires purchase of 1.40 acres of conservation bank credits before any construction begins. Public comments are due July 24, 2024.
