The Federal Energy Regulatory Commission prepared a Final Environmental Assessment (EA) for Pacific Gas and Electric Company's application to temporarily modify minimum flow requirements under Article 39 of the license for the DeSabla-Centerville Hydroelectric Project (No. 803), located on Butte Creek, the West Branch Feather River, and their tributaries in Butte County, California. The proposed variance would reduce flows in the West Branch Feather River below Hendricks Head Dam from 15 cfs to 7 cfs over 48 hours, and in Philbrook Creek below Philbrook Reservoir from 2 cfs to between 1 and 2 cfs over 48 hours, effective upon Commission approval through September 30, 2026. FERC staff concluded that the proposed action, with appropriate environmental protective measures, would not constitute a major federal action significantly affecting the quality of the human environment.1
