The U.S. Nuclear Regulatory Commission (NRC) issued Subsequent Renewed Facility Operating License No. DPR-23 to Duke Energy Progress, LLC for H.B. Robinson Steam Electric Plant, Unit 2, a Westinghouse three-loop pressurized-water reactor located near Hartsville, South Carolina. The license authorizes operation at a reactor core power level not exceeding 2,339 megawatts thermal.1 The NRC prepared a Record of Decision supported by a final Supplemental Environmental Impact Statement (NUREG-1437, Supplement 13, Second Renewal, dated March 2026), which concluded that the adverse environmental impacts of subsequent license renewal are not so great that preserving the option for energy-planning decisionmakers would be unreasonable. Duke submitted its application on April 1, 2025, and the NRC's review included public scoping, a draft SEIS comment period, consultation with federal, state, and local agencies and Indian Tribes, and an independent safety evaluation completed in April 2026.234
