EPA is announcing the availability of and seeking public comment on two draft risk evaluations under TSCA Section 6: one for HHCB (a synthetic musk used in fragrances and household products) and one for phthalic anhydride (a chemical intermediate used in plasticizers, resins, paints, and adhesives). EPA preliminarily finds that HHCB does not pose unreasonable risk to human health or the environment, while phthalic anhydride does pose unreasonable risk to human health, driven primarily by certain conditions of use. Comments are due June 15, 2026. After public comment and peer review by the Scientific Advisory Committee on Chemicals, EPA will issue final risk evaluations.123
